The City of Cedar Rapids, Iowa is seeking a proven professional leader and manager for the position of Chief of Police. The Cedar Rapids Police Department, the second largest in the state, has 258 employees (201 sworn) and an annual budget of $25 million. The ideal candidate must possess strong leadership, communication, and organizational skills and must be a proven innovator in the area of community policing and collaborative problem solving in a diverse population. The new chief will have demonstrated skills in community outreach and relationship-building with all aspects of the community including neighborhood groups, businesses, schools, churches and law enforcement.
The City of Cedar Rapids, located in eastern Iowa, is Iowa’s second-largest city with a population of 120,000. Cedar Rapids bills itself as “a beacon for people and businesses that are invested in building a greater community for the next generation.” Cedar Rapids is known for its high quality of life and was named the second most “Kid-Friendly City in America.” Cedar Rapids offers access to the arts, cultural activities, museums, great dining, and live music. There are excellent opportunities for sports and recreation, including a minor league baseball team and USHL hockey. Housing choices in Cedar Rapids are abundant and affordable, and there are excellent malls and specialty stores for shopping. Education is a strong priority for Cedar Rapids. The Cedar Rapids School District recently invested approximately $46 million for the renovation and improvement of many of its schools, which continue to rank well above the national average. The area is also home to eight colleges and technological schools.
The City of Cedar Rapids has a Home Rule council/manager form of government and the Chief of Police is appointed by and reports directly to the City Manager. The City Council consists of eight council members and a mayor. The mayor and three council members are elected at large and the other five are elected by district.
A four-year college degree is required. A master’s degree, labor management experience and attendance at senior management programs such as the Senior Management Institute for Police, Northwestern’s School of Staff and Command, FBI National Academy, Southern Police Institute or other similar advanced leadership programs is preferred. Preference will be given to candidates coming from an urban core city with a diverse economy and demographic makeup.
The Police Executive Research Forum (PERF) is assisting the city in the selection process. The position is open until filled with a plan to establish a qualified candidate pool at the end of March. Compensation package will be highly competitive and based on qualifications and experience.

Police Chief, Villisca, IA.Population 1344 is seeking a full time police chief. Applicants must meet ILEA certification. There is a residency requirement.
The salary is $33,000depending upon qualifications. The department is one full time officer plus part time help from the Sheriff's Office and Red Oak Police Department officers working as extra duty capacity. The Chief schedules his own time and reports to the mayor.
Villisca wants a mature candidate that can work in a small town. The biggest issues are serving nuisance abatement notices and parking enforcement. The new Chief can organize his own reserve force if he wants to, reserves are paid by the hour. Out of state officer would have to pass the POST test and the physical agility test to qualify for certification in Iowa.
Villisca is located in Southwest Iowa and has abundant hunting, fishing and outdoor recreation opportunities. It is one hour from Council Bluffs.
